Sauté the onions, peppers and garlic
In a medium pan over medium heat, cook the onions, peppers and garlic in the olive oil until the vegetables become soft and pliable (about 5-7 minutes). Reserve about 2 tablespoons of raw onions for garnish.
Cook the ground beef
In a pan over medium-high heat, add the ground turkey and cook until the ground beef has browned and is cooked through completely (about 7-10 minutes). Use a spatula to break up the ground beef into uniform pieces to ensure all the beef cooks evenly.
Finish the chili
Mix the chili powder, cumin, oregano, turmeric and basil together and stir into the meat mixture. Add the red wine vinegar and tomatoes, breaking up the tomatoes with a potato masher. Simmer the chili over low to medium heat until it cooks down a bit and add the kidney beans. Cover and cook for 15 minutes more and serve over white rice cooked according to package instructions. Garnish with cheese, onions and sour cream.
